Projects Recommended for NY Forward Funding:

Project Types Eligible for NY Forward Funding

New Development and/or Rehabilitation of Existing Downtown Buildings

Projects in this category may include development or redevelopment of real property for mixed-use, commercial, or public uses. They should have a visible and functional impact on the downtown, serving as anchor, catalytic or transformative projects that will provide employment opportunities, housing choices, and/or services for the community. Proposals to construct or rehabilitate parking facilities will only be considered if they directly support new development in the downtown area.

Public Improvement Projects

These may include infrastructure projects such as broadband and other communications connectivity, green infrastructure, streetscape improvements, transportation, recreational trails, signage, new and upgraded parks and plazas, public art, and other public realm projects that will contribute to revitalization of the downtown.

Small Project Fund

To implement a variety of smaller downtown initiatives including façade enhancements, building renovation upgrades to commercial or mixed-use spaces, business support programs, or public art installations, a locally run matching small project fund could be presented. For DRI cities, the maximum funding is $600,000; for NYF villages, it is $300,000. However, if there is a significant and convincing need for a Small Project Fund, a NYF community may be eligible to receive up to $600,000.

Branding and Marketing

Downtown branding and marketing initiatives targeting residents, investors, developers, tourists, and/or visitors are eligible projects. The eligible costs under this category must be one-time expenditures, such as those for developing associated materials. Ongoing operational expenses, like funding a downtown manager or maintaining a website, are ineligible for DRI/NYF funding.

Project Sponsors

DRI/NYF funding may be awarded to public, not-for-profit, and private entities to implement projects included in the final SIP. Each project must have a project sponsor that has both the capacity and the legal authority to undertake the project and to whom the grant funds may be awarded. A project sponsor must be an entity and not an individual. A final determination will be made by the State following award announcement as to the entity that will hold the DRI/NYF project contract.
